I painted an engine with Tamiya gloss black and then painted the chrome over it. I let it set for about an hour before touching it. It is very warm in my garage. It was dry but after some light handling I noticed it was rubbing off. I contacted them and they said to paint it over an enamel paint as it will bite into it and to let it set for a couple of days before handling the part not a couple of hours. They said not to spray it over a Tamiya paint, the can does not say what kind of paint it is.

I have used aclad chrome successfully over Testors black enamel. Never had a problem with the alclad rubbing off. Suggest you give Testors enamel paint. Give the Testors paint plenty of time (1 week?) to dry prior to painting the alclad. Bernie

Here are some parts that I used Alclad on, The pictures are not the best. But the parts came out very well, These bumpers and wheel center's were stripped and painted with Testors Gloss Black. After about a day of waiting. You need to spray at a low pressure 12 psi is what I do normally,Misting it on. Avoid passing over the same area more than once, or it will look dull.http://public.fotki.com/Gabriel12/cougar_pictures/
